Promulgation

The proposed new constitution will be promulgated on Friday 27 August, 2010 at the historical Uhuru Park grounds in Nairobi, Kenya. Dignitaries expected at the event include heads of state from Tanzania, Rwanda, Somalia, Comoros and Southern Sudan. Also expected is the panel of eminent African personalities led by the chair Koffi Annan have also confirmed attendance.

For those who do not know,  promulgation is the act of formally proclaiming or declaring a new statutory or administrative law as in effect after it receives final approval. After a new law is approved, it is announced to the public through the publication of the text of the law in a government periodical and/or on their official websites. In this case the Kenyan constitution.

August 27th is officially a public holiday in Kenya.

President Kibaki and Prime Minister Raila Odinga will on Friday lead five top public officials in taking fresh oaths of office and swearing allegiance to the new constitution. Other key officials taking fresh oaths at Uhuru Park with promulgation of the new constitution will be Vice President Kalonzo Musyoka, Speaker of the National Assembly Kenneth Marende and Chief Justice Evan Gicheru
